The reason the Queens property can deal blackjack is a sequence of decisions that ran through most of 2025 and ended on 15 December, when the New York State Gaming Commission granted the first three full casino licences for New York City. What is worth understanding about that sequence is that it was not a single approval. A bid went in, a local committee voted, a state board recommended, and only then did the commission ratify. Each of those bodies could have stopped it, and the local stage in particular is an unusual feature of the New York framework that anyone reading about future venues in the state will run into again.
The stages, in the order they happened

June 2025 — the bid
The operator submitted its application for a commercial casino licence, having announced expansion intentions in February 2024 while the three downstate licences were being contested.
September 2025 — the community vote
A Community Advisory Committee voted unanimously to advance the bid for consideration on 25 September 2025. A negative vote at this stage is a hard stop, which makes it the most locally accountable point in the process.
December 2025 — the board recommendation
On 1 December 2025 the state's Gaming Facility Location Board recommended that a licence be awarded. A recommendation is not an award; it still required ratification.
December 2025 — the commission signs
Final approval came from the New York State Gaming Commission on 15 December 2025. Live table games followed on 28 April 2026, about four months later.

The same December 2025 decision covered three projects in New York City: a development at the Ferry Point Park golf course in the Bronx by Bally's, the expansion of the existing Queens slots property into a full casino, and Hard Rock Hotel and Casino Metropolitan Park beside Citi Field, a joint venture involving Hard Rock International and the New York Mets owner Steve Cohen. Cost figures attached to each in the public record differ from the operators' own published figures, so we quote neither as settled.
What is the New York State Gaming Commission?
It is the state body that oversees casino gaming, charitable gaming, horse racing, the lottery and video lottery terminals. It was formed on 1 February 2013 by merging the New York State Racing and Wagering Board with the New York Lottery, it is based in Schenectady, and it sits inside the state executive department. That merger is not trivia: it put the racing regulator and the lottery regulator in one body, which is exactly the combination a racetrack full of lottery terminals required.
Does a licence say anything about whether a casino is fair to play in?
It says a defined set of obligations applies and that a public body has jurisdiction if something goes wrong. It is not a rating, and it has no bearing on the mathematics of the games, which are designed to retain a margin regardless of who supervises them.
